The first question of Fatwa no. 11864

Q 1: Some people say the Qur’an was created while others say that it is the Word of Allah. Two Muslim scholars differed concerning this issue; one of them argued that it is created while the other holds that it is the Word of Allah. I was not convinced with what I found in the book entitled Al-Haydah; would you kindly elaborate?

A: The Qur’an is the Word of Allah with its letters and meaning and it is not a creature. From Him it began and to Him it shall return. Allah (may He be Exalted) stated:Surah Al-Waqi`ah, 56: 77 That (this) is indeed an honourable recitation (the Noble Qur’ân). Surah Al-Waqi`ah, 56: 78 In a Book well-guarded (with Allâh in the heaven i.e. Al-Lauh Al-Mahfûz). Surah Al-Waqi`ah, 56: 79 Which (that Book with Allâh) none can touch but the purified (i.e. the angels). Surah Al-Waqi`ah, 56: 80 A Revelation (this Qur’ân) from the Lord of the ‘Alamîn (mankind, jinn and all that exists). and He also stated:Surah Al­Sajdah, 32: 1 Alif-Lâm-Mîm. [These letters are one of the miracles of the Qur’ân, and none but Allâh (Alone) knows their meanings]. Surah Al­Sajdah, 32: 2 The revelation of the Book (this Qur’ân) in which there is no doubt is from the Lord of the ‘Alamîn (mankind, jinn and all that exists)! Moreover, Allah (may He be Exalted) states:Surah Al-Shu`ara’, 26: 192 And truly, this (the Qur’ân) is a revelation from the Lord of the ‘Alamîn (mankind, jinn and all that exists) Surah Al-Shu`ara’, 26: 193 Which the trustworthy Rûh [Jibrîl (Gabriel)] has brought down Surah Al-Shu`ara’, 26: 194 Upon your heart (O Muhammad peace be upon him) that you may be (one) of the warners Surah Al-Shu`ara’, 26: 195 while this (the Qur’ân) is a clear Arabic tongue. and:Surah At-Tawbah, 9: 6 And if anyone of the Mushrikûn (polytheists, idolaters, pagans, disbelievers in the Oneness of Allâh) seeks your protection, then grant him protection so that he may hear the Word of Allâh (the Qur’ân) The Prophet (peace be upon him) would have them listen to the Qur’an.
