Is it permissable to enter a shopping centre in which there is free mixing? Imam ibn Baaz answers


Al-Imaam Abdul Azeez ibn Baaz (Rahimahullah) was asked:

Is it permissible for a muslim to enter a shopping centre whilst he knows that in this centre there are uncovered, (near) naked women and there is free mixing which is not pleasing to Allah?

Answer:

It is not allowed to enter this type of market except for one who orders the good and forbids the evil OR for an extreme necessity whilst lowering the gaze and taking precaution against all means of fitnah (temptations and trials) so as to safeguard his honour and religion and be removed from the path to evil (sin). However, it is obligatory for the (religious) police and whosover has the ability (to forbid the evil), to enter these markets and prohibit that which is in it from evil, thereby acting apon the speech of Allah, “The believers, men and women, are Auliyâ’ (helpers, supporters, friends, protectors) of one another, they enjoin (on the people) Al-Ma’rûf (i.e. Islâmic Monotheism and all that Islâm orders one to do), and forbid (people) from Al-Munkar (i.e. polytheism and disbelief of all kinds, and all that Islâm has forbidden)…” (Surah Tawbah:71) – the Ayah and due to the statement of Allah, “Let there arise out of you a group of people inviting to all that is good (Islâm), enjoining Al-Ma’rûf (i.e. Islâmic Monotheism and all that Islâm orders one to do) and forbidding Al-Munkar (polytheism and disbelief and all that Islâm has forbidden). And it is they who are the successful.” (Aali Imran 3:104)

The Ayahs that have this meaning are many and also due the saying of the Messenger of Allah (Sal Allahu aliyhi wa sallam), “If the people witness evil and do not change it, I fear that Allah will encompass all of them with his punishment.” narrated with an authentic chain by Imam Ahmad and some of the narrators of the Sunan from the hadeeth of Abu Bakr As-Sideeq (may Allah be pleased with him). And also due the saying of the Prophet (Sal Allahu aliyhi wa sallam), “Whosoever sees an evil then let him change it with his hand, if he is not able to then with his tongue and if he is not able to do that then with his heart and that is the weakest of Eeman”. Narrated by Muslim in his Saheeh – and the Ahadeeth with this meaning are many.
